§ 18-18. Police reserve officers.

  • (a)

    The chief of police shall have the authority to appoint, with the approval of the city manager, as police reserve officers as many persons of good character as he shall deem necessary, and their appointment shall be revocable at any time by the chief of police. Police reserve officers shall meet all standards and qualifications required of regular police officers.

    (b)

    The chief of police shall have the authority to prescribe the uniform, equipment, organization and such rules and regulations as he shall deem necessary for police reserve officers.

    (c)

    Police reserve officers, when performing duties on behalf of the city pursuant to orders or instructions of the chief of police, shall have all the powers and immunities of regular police officers, subject to such limitations on powers as may from time to time be prescribed in rules and regulations pertaining to police reserve officers.

    (d)

    Police reserve officers shall not be subject to the provisions of any law, ordinance, regulation, policy or procedure providing rights or benefits of any nature to the regular police officers or city employees, except that police reserve officers shall be entitled to benefits under the North Carolina Workers' Compensation Act while undergoing official training and while performing duties on behalf of the city pursuant to orders or instructions of the chief of police. Police reserve officers shall serve as such without compensation, except that such an officer shall be paid for any time in excess of 8 hours in a calendar month and he shall be paid for any time served upon direct, specific request from the police department. Police reserve officers shall be required to serve voluntarily at least eight hours in a calendar month.

    (e)

    Police reserve officers shall be afforded the opportunity to receive an annual hepatitis B titer and a tuberculosis test every five years. The examination shall be administered by city approved physicians with the cost of said examination being paid by the city.
